Often, yes. A NEMA 14-50 Outlet stays with the house while a portable charger leaves with you, which suits a tenant better than a wall unit you would have to abandon. You need the landlord's written approval before any work, since the circuit becomes part of their property. The trade-offs: the plug wears with daily use, and many portable units draw less current than a hardwired charger on the same circuit.
