Yes, as long as the unit and fittings are rated for outdoor use and mounted well above where snow collects at the bottom of a sloped drive. We put the cable holster on the house side of the driveway, away from where the snowbank builds up, and seal every wall penetration. Ontario's condo rules leave that to the written agreement that follows your application, which sets out who pays for the charger's use and operation as well as its installation. The running cost might be tracked with a separate meter on the charger circuit, read from the charger's own energy reports, or set as a flat charge.
